Tamil Community Round Table (TCRT 2026)

  1. Purpose

The Tamil Community Round Table 2026 (TCRT 2026) is a ground-up, volunteer-led initiative that aims to establish a Community Dialogue to reflect on the socio-cultural progress and challenges faced by the Tamil community in Singapore. In addition, the Community dialogue could review emerging challenges and fault lines; and propose a refresh in direction and priorities of the Community Organisations, families, and Individuals during a five-year planning period starting in 2026.

 

  1. Background

A similar effort was mooted in 2010 by STC Fb group and this dialogue aims to build on a similar Round Table Dialogue in 2026.

 

  1. Strategic Objectives

 Community Assessment: Examine developments in language use, cultural continuity,vsocial cohesion, and youth engagement and women welfare from 2026 to 2030.

 New Roadmap: Produce informed recommendations and strategies for the next fivevyears, aligned with national narratives and the evolving Singapore Compact.

 Civil Society Ethos: Nurture a culture of shared responsibility, volunteerism, and structured dialogue to strengthen the Tamil community’s self-help ecosystem.

 Community Empowerment: Serve as both a safety net for vulnerable segments and a springboard for emerging potential, especially among youth and women.

  1. Programme Focus Areas

The TCRT 2026 will concentrate on six interconnected areas of community concern and development:

  1. Language & Heritage

Strengthen the use and appreciation of Tamil as a living language in homes, schools, and public discourse. Address declining intergenerational transmission and promote creative, accessible cultural engagement.

  1. Youth & Identity

Support the development of resilient, culturally grounded Tamil youth capable of navigating global, digital, and multicultural realities. Foster leadership, purpose, and pride in identity.

  1. Social and economic Wellbeing

Promote open, stigma-free conversations around mental health, elder care, social isolation, and marginalised voices within the community. Encourage peer support and community listening platforms.

Digital Literacy & Civic Participation

Equip the community with skills and platforms to engage constructively in digital spaces, and encourage informed participation in civic, policy, and national conversations.

  1. Economic Wellbeing
  2. Family Stability & Changing Social Norms

Address the increasing rate of divorce, particularly among young couples, and the growing segment of Indian women remaining unmarried due to structural and social mismatches. These trends are giving rise to emotional, relational, and community-level challenges. This focus area seeks to explore underlying causes and propose pathways that support relationship education, inclusive community support, and culturally sensitive responses to evolving family norms.

  1. Community Cohesion & Structural Representation

Review how the Tamil community is positioned within national institutions, policies, and dialogues. Identify gaps in representation, access, and influence, and develop strategies to ensure Tamil voices remain visible and valued within the Singapore Compact.

  1. Scope of Work

 Facilitate structured discussions and consultations across focus areas.

 Engage community members, experts, and relevant institutions through interviews, dialogues, and surveys.

 Synthesize key findings and recommendations into a Community Report Card and Roadmap 2026.

 Collaborate with established community and cultural organisations on aligned initiatives.

 Promote shared ownership of the outcomes through transparent communication and inclusion.

  1. Structure & Membership

Composition:

 Co-ordinators:  TACS & STC

Convenor: TRC Multi-purpose Co-operative Society Ltd.

 Core Members from Registered Tamil Org (appointed for subject interest, experience, and commitment)

 Resource Panel (academics, community leaders, professionals)

 Observers (invited individuals or organisation representatives)

 Online Engagement Coordinator (see Section 7)

Working Groups:

Short-term working groups may be formed to explore individual focus areas more deeply and consolidate insights.

  1. Governance & Conduct

Meetings:

 Monthly core team meetings: additional sessions as needed.

 A minimum quorum (50% of core members) is required for decisions.

Decision-Making:

 Consensus preferred; simple majority if needed.

Code of Conduct:

 All members shall aim a commitment to respectful, apolitical, and community-first engagement.

 Confidentiality must be maintained on internal deliberations.

 The initiative shall remain fully volunteer-led, with no financial transactions or event organisation conducted under its name.

  1. Digital Engagement & Public Outreach

 TCRT 2026 will collaborate with Tamil digital communities (e.g., Facebook groups) to share reflections and gather broader community input.

 An Online Engagement Coordinator will be appointed to manage participation and represent TCRT in partner online platforms.

 A curated list of “Online Discussion Partners” will be maintained to ensure transparency and consistency in public messaging.

 All digital engagement will prioritise constructive dialogue, factual clarity, and cultural sensitivity.

  1. Monitoring & Closure

 Periodic reviews will be conducted to assess progress and relevance.

 The round table’s formal output will be the Community Report Card and Roadmap, to be shared with relevant stakeholders and the public by the end of 2026.

 The round table will formally conclude upon fulfilment of its deliverables unless a consensus is reached to evolve or extend the initiative.

Conclusion

TCRT 2026 is a practical, community-driven platform aimed at strengthening the Singapore Tamil community. By leveraging volunteer-led online engagement and a clear roadmap, it seeks to ensure that community organisations remain focused on the genuine needs of the community, while collectively working towards a strong, resilient, and vibrant civil society.
